The aim of the RCSC City7s competition is to provide players and families with an opportunity to participate in an enjoyable, low cost team sport. The benefits of such a competition include social participation while gaining a level of fitness and family fun for all levels.
1.1. These Terms & Conditions (C7T&C) govern the management of RCSC City7s competitions, and should be read and applied in conjunction with the current City7s Rules of Competition (C7ROC). Teams (including all players and team managers) nominating and participating in a competition are deemed to agree to abide by the current C7T&C and C7ROC. In the event of inconsistency between these T&C and the current C7ROC, the C7ROC prevail. Within this document RCSC refers to Ringwood City Football Club Inc., trading as Ringwood City Soccer Club and FFV refers to Football Federation Victoria.
2.1. RCSC’s City 7s Competition Administrator will issue notices by email or mobile phone (including sms) and team managers are required to provide a valid email address that is regularly checked. Team managers are also required to provide at least one mobile telephone number. Team managers have full responsibility for promptly distributing notices or relevant information to teams. Notices issued by RCSC will be deemed to be received by team managers and RCSC will not accept responsibility for teams not being advised of information in those notices.
3. 2012 RULES OF COMPETITION
3.1. All City7s fixtures will be played under the current C7ROC. Team managers and players should read and understand these rules.
4. TEAM REGISTRATION
4.1. RCSC will accept registrations from teams only.
Team registration is via the prescribed team registration form, completed and submitted prior to the nominated close-off times and with the required payments.
Acceptance of registration is at the discretion of RCSC and conditional on applicants agreeing to pay the prescribed fees. Late team registrations may be accepted at the discretion of RCSC.
4.2. Teams will not be eligible to compete unless their team registration has been accepted and approved by RCSC and fees have been paid by 6:00 pm on Junior Presentation Day.
Full payments are required at the time of team registration.
4.3. A team can have their team registration terminated and be ejected from a competition on disciplinary grounds or otherwise as determined by RCSC.
4.4. Refunds of team registration fees are only available in limited circumstances. No refund of thePlay Football fees is available.

5. TEAM NAMES
5.1. Proposed team names must be included on the team registration forms. Names deemed to be offensive or in poor taste will be rejected by RCSC. If duplications or similarities occur priority will be given to the team which previously used that name. If this situation does not apply, priority will be given to the nomination received first.
6. PLAYER REGISTRATION
6.1. The team manager or captain must provide the required details for each nominated team member on the registration form before playing in the competition
6.2. Ringwood City expects that individuals bear full responsibility for any personal injuries incurred as a result of participating in this competition.No insurance claim will be accepted from any player who is not registered to play inthe FFV in the current year or covered by the Play Football program and registered with a team in the City7s competition.
6.3 The FFV’s Play Football program provides personal injury insurance and is available and is recommended to all nominated team members who have not been registered to play football in the current winter season ($20 for juniors and $30 for senior players). RCSC provides a Guide to Self-registration in the City7s section of the RCSC website.
6.4. Nominated teams and team members will not be eligible to compete unless all applicable fees have been paid by stipulated dates.
6.5. A player can have their registration for the City7s terminated and be ejected from the competition on disciplinary grounds or otherwise as determined by RCSC.
7. TEAM MANAGER/CAPTAINS
7.1. Teams must have a designated team manager and/or captain whose responsibilities include:
- Ensuring team fees are paid by the due dates.
- Submitting the team registration form, complete with all player names and dates of birth for SSF and Junior competitions.
- Checking for and receiving notices and advising team members of relevant information in those notices.
- Representing players, supporters and officials in communications with RCSC.
- Advising RCSC of any cancellations forfeits etc.
- Checking the draw on game day for changes.
- Ensuring all team members abide by the current C7ROC and T&C.
- Ensuring all team officials that have direct regular contact with a child (under 18 years) in connection with this team (such as a coach and possibly the team manager) obtain and maintain a satisfactory Working With Children Check. - Participating in the coin toss prior to commencement of play.
- The conduct of all team members during the course of the game.
- Giving the identity of players when requested by the referee.
8. MATCH RECORDS
8.1. The team manager or captain will be required to check the Match Record prior to the start of each match, and ensure all players for that day are listed on the document.[tmp1]
8.2. The referee will enter results on the Match Record.
Only match result and player eligibility may be disputed, and will be determined by RCSC.
8.3. Disputes found to be legitimate will result in the relevant match details being amended. In the case of a dispute on player eligibility, if upheld, a 3-0 result will be recorded in favour of the opposition.
9. DRAW and CHANGES
9.1. RCSC may need to make changes to the draw and such notices will be sent to team managers in accordance with these terms and conditions. Team managers will be advised by email and/or telephone/SMS.
9.2. Competition draws will be published online in full.
10.1. If a team cannot take the field with the minimum required number of players within15 minutes of the game starting time that team will lose that game by forfeit. If neither team is eligible to commence the game the result will be entered as a 0-0 No Result. No points will be awarded to either team.
10.2. If a team notifies RCSC Competitions not less than 24 hours from the start of the scheduled game that it will forfeit that game, it will be awarded no points for that game. If a team does not advise the forfeit accordingly it will be debited 3 competition points from the table.
10.3. If a team forfeits three or more games in a competition it may be ejected from that competition by RCSC, and no refunds will be given.
11.1. A player may be disciplined by a referee for an infringement or attempted infringement of the current C7ROC. A referee has control over players and team officials on or off the field during and after the course of a game in accordance with the C7ROC.
11.2. Any infringements of the C7ROC, and/or any acts of misconduct will be addressed in accordance with the FFV Grievance, Disciplinary and Tribunal By-Law 11 (GDT).
11.3. A player sent from the field of play can take no further part in that game and no other player can be substituted. Any further disciplinary action may be taken as RCSC sees fit.
11.4. The referee is to complete an incident report for any player sent from the field of play.
11.5. An incident report is to be completed by a referee, or RCSC staff member for any serious breaches of discipline.
11.6. Serious breaches of discipline may be referred to RCSC.
11.7. A player who has been sent off on more than two occasions may be ejected from the competition. RCSC may eject a team from a competition for unacceptable breaches of discipline or misconduct.
11.8. Any suspension means a player/Club Associate is suspended from all RCSC activities for the duration of the suspension as outlined in the GDT.
11.9. RCSC will process complaints, give warnings and take action on any matter involving deemed unsportsman-like behaviour or any matter that denigrates the reputation of the sport, competition or management.
12.1. RCSC will appoint accredited FFV referees. Team managers or captains will have no input to the allocation of referees.
13. ABANDONED OR POSTPONED GAMES
13.1. After the start of play a game may be abandoned by RCSC or the referee. A decision to abandon a game will be made considering the safety of players and officials or serious misconduct on the part of teams or team officials.
13.2. A game abandoned at any stage may result in: the match being declared a 0-0 ‘No Result’; a 3-0 win in favour of one team; or the result at the time of abandonment allowed to stand. RCSC shall determine the above based on the reason for abandonment based on the referee’s report.
13.2. Games may be postponed prior to the scheduled start time due to weather conditions, unavailability of grounds or any reason deemed appropriate by RCSC[tmp2] . RCSC will consider rescheduling a game providing an alternate date can be established and both teams are in agreement, otherwise a postponed game will be considered abandoned as a 0-0 ‘No result’.
14. LEAGUE CHAMPIONS
14.1 The teams finishing at the top of their respective ladders at the completion of the last games of the season will be considered the champions of their leagues. In the event of teams finishing equal first a grand final will be scheduled at a time and date agreeable to both teams.
15.1. All players must be registered on MFC (as outlined under point 6 above), to be covered by RCSC Risk Protection Programme. Claims on insurance must be submitted to the insurer via their online form (Gow Gates @ http://www.gowgatessport.com.au/football/). Players participate at their own risk and RCSC accepts no responsibility for injuries sustained. Claims by players not registered on MFC (as outlined under point 6 above) will not be supported by RCSC.
16. APPLICATION OF TERMS AND CONDITIONS
16.1. These terms and conditions may be varied for any particular competition by the RCSC and such variations are to be advised to team managers via notice.
17. FORCE MAJEURE
17.1. RCSC will be relieved of its obligations under these regulations if it cannot operate by reason of a Force Majeure event. Such events include but are not limited to the following:- Act of God; War or terrorism; Riot or civil disturbance; Any other event beyond the reasonable control of RCSC as the Competition Administrator.
18. EXCLUSION OF LIABILITY AND INDEMNITY
Except liability that cannot be excluded by law, RCSC excludes all liability in tort (including negligence), contract or statutory liability for acts or omissions of RCSC in relation to the City7s competitions.
Participants agree that they shall indemnify and keep RCSC fully indemnified from and against all claims, causes of action, proceedings, demands, costs and expenses whatsoever, which may be taken or made by any person against RCSC, or incurred or become payable by RCSC, in connection with or arising out of a breach of these T&C. For the purpose of this indemnity, ‘RCSC’ shall mean and include RCSC, its officers, agents, employees, contractors, volunteers and members.
19. PRIVACY STATEMENT
By submitting the Team Registration form and paying the fees, participants agree with, and agree to abide by the City7s Competition Terms and Conditions as outlined above.
